The terms above may be used in the singular or plural, as appropriate.

Compliance

VINOC will enable and keep enabled the service only for VINOC Mobile Lines linked to a Holder, in compliance with the Guidelines and the LMTR.

Free of charge and access

Linking and Unlinking are free of charge, regardless of the channel through which they are managed (in person or remote). Querying VINOC Mobile Lines is also free of charge. VINOC will allow access to and browsing of the Management and Query Platforms at no cost, whether the line is prepaid or postpaid.

Availability

The Management Portal is available 24 hours a day, 7 days a week, 365 days a year, except for failures or scheduled maintenance windows. If a failure due to an unforeseeable event or force majeure prevents or hinders its operation for more than three hours, VINOC will notify the Commission within no more than 12 hours. Maintenance windows will be announced on VINOC's website at least 24 hours in advance, stating their start and end times. If the Portal is unavailable, VINOC will provide temporary alternative mechanisms to carry out the Linking or Unlinking of lines.

Condition for enabling service

Any SIM/eSIM sold will only allow, before its Linking, receiving emergency messages through the common alert protocol and calling Emergency and Citizen Service Numbers and the Customer Service System, and must be linked to a Holder to enable the contracted services.

The lack of Linking does not release the Holder from the payment obligations that may apply under the applicable contract and the regulations in force. Access to the contracted services requires the Linking of the VINOC Mobile Line.

Limit of lines for individuals

In accordance with the Guidelines, an individual may link up to 10 VINOC Mobile Lines only, regardless of the type of Mobile Telephony Service contracted (Prepaid or Postpaid).

This limit does not apply to legal entities or to individuals with business activity who prove that status with their tax status certificate (constancia de situación fiscal) valid on the date of Linking.

Emergencies or disasters

In emergency or disaster situations communicated by a competent authority, or when the Commission so determines, VINOC will enable new lines without Linking in the affected area for fifteen days or for the period determined by the Commission; once the period expires, the lines will be disabled.

Channels for Linking

Linking may be carried out, at the choice of the Holder and/or User, in person at a VINOC CAC or remotely through the Management Platform available at https://n3t.mx/vinculatulinea.

Identity Validation

1. Individuals. Individuals must present valid Official Identification. For the purposes of Linking and Unlinking, only the following are valid:

a. Valid Voter ID, issued by the INE;

b. Valid Mexican passport, issued by the SRE; or

c. Valid National Identification Document (Biometric CURP), issued by RENAPO.

VINOC will validate the data through trusted sources held by competent authorities, including validation of the CURP with RENAPO and of the Voter ID with the INE.

2. Legal entities. The Linking of VINOC Mobile Lines may be carried out in person or remotely. VINOC will enable the necessary mechanisms to receive and validate in advance the documentation proving the identity and authority of the legal representative.

3. Public Entities. The Linking of VINOC Mobile Lines must be carried out in person or remotely, at the choice of the Holder. VINOC will enable the mechanisms to receive and validate in advance the documentation proving the identity and authority of its legal representative.

4. Foreign nationals. In the case of foreign users, only the following are valid:

a. Valid passport; or

b. CURP for foreign nationals; or

c. Visitor or resident card containing a CURP, issued by the National Institute of Migration.

Data to be collected for registration

1. Individuals. Only their name, CURP, associated telephone number, type of official identification, trusted source consulted and result of the Identity Validation will be collected and stored. Upon successful completion of the Linking, they will receive a reference number (folio) with date and time.

2. Legal entities. Only the name or company name, RFC, associated number, source consulted and result of the Identity Validation will be collected and stored. Upon successful completion of the Linking, they will receive a reference number (folio) with date and time.

3. Public Entities. Only the name or company name, RFC, associated number, source consulted and result of the Identity Validation will be collected and stored. Upon successful completion of the Linking, they will receive a reference number (folio) with date and time.

4. Foreign nationals. Only the name, country of origin, passport number or CURP for foreign nationals, associated number and result of the Identity Validation will be collected and stored. Upon successful completion of the Linking, they will receive a reference number (folio) with date and time.

Portability

Holders of lines ported to VINOC must link them once the portability process has been completed.

In-person procedure

The in-person procedure takes place at the VINOC CACs. The advisor will show the Privacy Notice, request Official Identification and, where applicable, the documentation proving the identity and authority of the legal representative, validate the CURP with RENAPO where applicable, communicate the result and, if successful, generate a folio and enable the services.

Remote procedure

The remote procedure is carried out through the Management Platform available at https://n3t.mx/vinculatulinea.

For new lines, upon insertion of the SIM, VINOC will send an SMS with the link to the Management Portal and the legend provided in article 23 of the Guidelines for the Identification of Mobile Telephone Lines; it may additionally send the information by email, instant messaging, specific applications or through an Internet portal with the HTTPS security protocol. VINOC will identify itself as the SMS sender by its trade name.

The Management Portal will show the Privacy Notice and its terms and conditions, request capture of the Official Identification, require a Liveness Check (this step may require obtaining a biometric), validate the CURP and allow up to three attempts per line; if the validation is successful, it will generate a folio and enable the services.

You will have only 3 opportunities to complete the Linking. If the remote Linking is rejected, it will be deemed not completed and a notification will be sent inviting you to contact the customer service system to start a new process.

Once the Linking process of a line has started, another may not be started until the first one has concluded.

Unlinking

Unlinking requested by the User has the effect of dissociating the line from their personal data (Official Identification with CURP or the means of identification admitted for foreign nationals, as applicable). When the Unlinking has been requested by the User, the line will remain linked to the Holder.

Unlinking carried out by the Holder has the effect of dissociating the line from their personal data (Official Identification with CURP or the means of identification admitted for foreign nationals, as applicable), as well as disabling the line, allowing only alert messages and calls to Emergency and Citizen Service Numbers and the Customer Service System during its Life Cycle.

VINOC will unlink VINOC Mobile Lines in the following cases:

1. At the express request of the Holder or User, immediately;

2. Upon Portability, once executed; or

3. Upon termination of the contractual relationship.

Unlinking may be carried out in person or, at the person's choice, remotely through the Management Portal.

Unlinking does not imply the termination or suspension of the Holder's existing contractual obligations to VINOC.

In the in-person procedure, the Privacy Notice will be shown and Official Identification will be requested for Identity Validation. VINOC will assist the Holder or User in carrying out the Unlinking procedure provided in article 31 of the Guidelines for the Identification of Mobile Telephone Lines.

In the event of the death of the Holder or User, Unlinking will proceed only in person upon presentation of the death certificate.

In the remote procedure, the Management Portal will show the Privacy Notice and its terms and conditions, request Official Identification, perform Identity Validation and a Liveness Check (this step may involve collecting a biometric), show only the last four digits of the lines linked to the person, without requiring the capture of the full telephone number or validation by one-time codes, allow up to three attempts, request confirmation of intent, notify the result to the Holder and User, and generate a folio with date and time.

You will have only 3 consecutive opportunities to complete the Unlinking. If the remote Unlinking is rejected, it will be deemed not completed and a notification will be sent through the Management Portal indicating that you must wait fifteen minutes before trying to Unlink the same line again.

Once the notification of successful validation has been sent, the Unlinking is concluded; if carried out by the Holder, VINOC will immediately disable the contracted services.

Characteristics, Security and Continuity of the Management Platform

The Management Portal will be administered and operated exclusively by VINOC.

The Management Portal will allow:

1. Linking and Unlinking;

2. Capturing data for Identity Validation and the Liveness Check;

3. Not storing biometric data, photographs or copies of Identifications;

4. Generating a unique folio for each procedure;

5. Keeping only the minimum data established in the Guidelines;

6. Showing the Privacy Notice and the terms and conditions; and

7. Sending notifications by SMS and other additional permitted means.

If the Management Platform is unavailable, VINOC will have temporary alternative mechanisms for Holders and Users to complete the Linking or Unlinking.

Security

The Management Portal will have information security mechanisms and measures that guarantee its integrity, authenticity, confidentiality and availability, in accordance with best practices and standards in cybersecurity.

Likewise, it will have backup and failure recovery protocols to guarantee the availability of the system and of the information on VINOC Mobile Lines.

Support, Dissemination and Accessibility

VINOC will advise Holders and Users, free of charge, by telephone, electronic or in-person means, in the Linking and Unlinking processes.

VINOC will disseminate the requirements and modalities of Linking and Unlinking as well as the means to query the linked VINOC Mobile Lines, in a clear, accessible and timely manner, and will publish on its website the links to its Portals.

VINOC will assist, upon request, persons with disabilities, members of indigenous and Afro-Mexican peoples and communities and other vulnerable groups, so that they can carry out the Linking and Unlinking.

Failures, Maintenance and Verification

In the event of a failure due to unforeseeable events or force majeure lasting more than three hours that prevents or hinders operation, VINOC will notify the Commission within no more than twelve hours, using the current Annex A form submitted through the Electronic Window (Ventanilla Electrónica), and will report on the Management Portal's entry page until it is resolved.

While the Management Platform has a failure, the Holder and/or User may Link and Unlink their lines in person at the VINOC CACs.

VINOC may schedule update or maintenance windows at times that minimize impact, communicating them on its website 24 hours in advance and stating start and end times; these windows will not be considered failures if they do not exceed the scheduled time.

Protection of Personal Data

VINOC will protect the personal data of Holders and Users in accordance with the Federal Law on the Protection of Personal Data Held by Private Parties, establishing administrative, technical and physical measures to protect it against damage, loss, alteration, destruction, or unauthorized use, access or processing.

Information collected in connection with Linking and Unlinking will be treated as confidential and may not be commercialized, disclosed, shared or used for purposes other than those provided in the Guidelines for the Identification of Mobile Telephone Lines, nor may copies of such information be made.

VINOC will not retain biometric data, photographs or copies of Official Identification or other documents of Holders or Users in connection with the operations of the Management Portal.

VINOC will immediately notify the Commission, competent authorities, Holders and Users of any security incident or breach of personal data.

The personal data collected by VINOC will be processed in accordance with its Privacy Notice, which can be consulted at https://n3t.mx/en/privacy.

Intellectual Property

By using the Management Portal, the Holder/User acknowledges and accepts that VINOC S.A.P.I. DE C.V., its subsidiaries and/or affiliates are excluded from any liability that may be caused by the unauthorized use of trademarks or other intellectual property rights of third parties or contained in linked sites.

Likewise, any references made in this Portal to any product, service, process, linked site, hypertext or any other information using trademarks, distinctive signs and/or domains, or the trade name or name of the manufacturer, supplier, etc., owned by third parties, will at no time constitute or imply any endorsement or recommendation by VINOC, its subsidiaries and/or affiliates, and in no case do VINOC, its subsidiaries and/or affiliates claim ownership of or responsibility for them.

Changes

VINOC may modify these terms to reflect regulatory, security or operational changes, publishing the current version on its site and, where appropriate, informing through the available contact means.

Jurisdiction

In matters not provided for, the Telecommunications and Broadcasting Law, the Guidelines for the Identification of Mobile Telephone Lines, the Federal Law of Administrative Procedure (Ley Federal de Procedimiento Administrativo), the Federal Law on the Protection of Personal Data Held by Private Parties, and other applicable regulations will apply.
